Wolk: Canal illegal without public OK

Construction of a peripheral canal around the Sacramento-San Joaquin Delta without voter or legislative approval is poor public policy and possibly illegal, according to a statement released Monday by state Sen. Lois Wolk, D-Davis.
Wolk's statement was in response to a report released Friday by the Cabinet-level Delta Vision Committee, which stated construction could begin on a canal bypassing the Delta to bring water to Californians throughout the state as early as 2011.
About two-thirds of Californians get their water from the environmentally troubled Delta.
The committee's report, released late Friday, is a move backward from an early report issued by the Delta Vision Blue Ribbon Task Force that stressed two "coequal" goals of providing a reliable water supply and restoring the Delta ecosystem, according to Wolk...
