Judge recommends rate hike to pay for dam removal

GRANTS PASS, Ore.—An administrative law judge has recommended granting PacifiCorp a temporary 2 percent rate increase for its 45,000 electric customers in California to help pay the costs of removing dams on the Klamath River.
The proposed ruling filed Tuesday will be taken up by the California Public Utilities Commission after a month of public comment.
The $13.8 million raised by the surcharge over nine years would go into trust funds against the day federal authorities approve removing the Portland-based utility's four hydroelectric dams on the Klamath River in Oregon and California.
