Appeals court overturns storm water runoff ruling

SANTA ANA, Calif.—A state appeals court has upheld standards for storm water quality that environmentalists say will help protect Southern California's beaches.

The Fourth District Court of Appeal in Santa Ana overturned a previous court decision on Tuesday, siding with environmental groups that argued that the state should be able to regulate polluted runoff that flows into rivers and oceans.

Arcadia and 20 other Los Angeles County cities sued the State Water Resources Control Board and regional water regulators arguing that water quality standards shouldn't be applied to storm water.
