Water Quality/Supply

SB 1176 (Perata) Provides the public with authority to petition the State Water Board to transfer authority for a Regional Board's program(s) where the Regional Board is substantially failing to implement them. Makes other changes to improve governance. Status History

SB 1391 (Padilla) Establishes a policy of the state to promote water conservation, water efficiency, and water recycling as the most cost-effective means of increasing water supply and protecting the environment. Status History

SB 1582 (Simitian) Strengthens enforcement of wastewater management aboard large passenger vessels by requiring presence of “ocean rangers†aboard large vessels. Status History

AB 2013 (Krekorian) Requires all paved surfaces, except in enclosed garages, to be constructed with a water-permeable material in certain new housing developments. Status History

Oil Spill Response Legislation

SB 1056 (Migden) Reduces required spill response time from six hours to two hours. Status History

AB 1960 (Nava) Requires the Division of Oil, Gas, and Geothermal Resources to prescribe, by regulations, minimum facility maintenance standards for oil production facilities, including oil wells. Status History

AB 2031 (Hancock) Creates state-mandated local program. Establishes local spill response manager certification program. Status History

AB 2032 (Hancock) Increases minimum funds in Oil Spill Response Trust Fund. Revises definition of “tank†vessel to include any vessel carrying >50,000 gallons. Status History

AB 2441 (Lieber) Requires tugboat escorts for hazardous material -containing vessels. Status History

AB 2547 (Leno) Creates grant program for implementing oil spill response plans. Mandates minimum dedicated response resources in SF, LA, and San Diego. Status History

AB 2911 (Wolk) Reforms Oiled Wildlife Care Network to cover proactive wildlife search and rescue. Formalizes volunteer training. Status History

AB 2935 (Huffman) Creates hazardous material volunteer program, reforms requirements of spill response plans, creates regional Emergency Response offices. Status History
